The Workers Compensation Appeals Board is governed by the Division of Workers' Compensation, which is operated by the California Department of Industrial Relations. The Workers Compensation Appeals Board exercises judicial powers vested by the Labor Code and provides guidance and leadership to the workers compensation community through case opinions and regulations. Its judicial body is appointed by the governor.
