Overall

DO NOT RENT FROM HERE. First and foremost, you are never even given the name of the company that owns this building. They will tell you it's Las Casitas, LLC, but if you call Torrance government business licensing, you will find that it is actually owned by Blossom Apartments, LLC. They refuse to give you a phone number or real address, just a P.O. Box. If you have a complaint and the property managers aren't addressing it, who can you call? Likewise, what if you have a complaint about the property managers? They are not held accountable by anyone. What is the reason for all this secrecy? This business operates like a sham company, and for all that I know, might be

The property manager Daphne is unprofessional, rude and only pretends to address your concerns. When you show interest in leasing an apartment, Daphne and her husband will be extremely polite and attentive. But once you sign the one-year mandatory lease, Daphne's attitude undergoes a 180-degree transformation. The tenant living above me habitually was extremely loud. Three times she was so loud the police were called on her. Is that not cause to evict someone? But the managers took no action against her, so she continued her behavior without encountering any consequences. Daphne will answer your calls about problems with your plumbing, etc., but has no sense of urgency when it comes to dealing with the issues. And what's worse, she will act so annoyed by your calling her that you'll think twice before you do. My experience with this manager as well as the steady stream of noise (from construction and the many babies/children living in the building) caused me to decide against renewing my lease. Also, the plumbing was horrible. The water in my shower would scald me and then turn ice cold. And often, the waste from upstairs would come up in my sinks and toilet.

Once Daphne received my final rent check—keep in mind she still has my close-to-$1,500 deposit—she stopped responding to my emails and dodged all my phone calls. I was merely calling to ask her about the process of moving out/returning the keys. I had already moved to a new apartment but had to drive 40+ miles to knock on her door, because there was no other way to reach her. When I inquired about how I could get my full deposit back, her husband told me that it's unlikely I would, because they check for such things as dust on the vents and fans, and other trivial things. And if you have issues with how much of your deposit you're returned, once again you have to write a P.O. Box that for all I know could belong to the property managers.

I have lived in five different apartments, and this, by far, was the worst experience I have ever had. It is the only apartment I have not had the number of the owner or the company owning it. It is comparatively a very expensive apartment complex but offers nothing special. In fact, the other apartments on Amie Avenue all have pools and other amenities, but this one just claims to have amenities when all it has is a room with a treadmill that you can only use sometimes. The apartments are definitely not worth the high price. From the other tenants with whom I've spoken, I am not alone in feeling this way or alone in my frustration with the managers. This can probably explain why there has been a mass exodus from this apartment complex and so many apartments are for rent.
