We contacted Mark to do the plans for an addition on our house. He told us that the process would involve a design phase including whatever amount of time was needed for us to determine exactly what we wanted and that we would then be given plans that we could take to a contractor to get an idea of the building costs. Finally, we would be given construction plans to take to the city for the building permits. In the design phase, Mark spent a couple hours at our house during which time we discussed several possibilities. Before leaving our house, he indicated he would let us know after further research if certain of those possibilities would work or not. 5 months later he sent us the complete construction plans along with a bill. The plans were completely his own as he never allowed us an opportunity to approve or show them to a contractor. Prior to this, he failed to respond to our inquiries for two full months at one point. Now, 6 months later he has told us he can't finish.
