He helped develop Pennsylvania’s first municipal health insurance trust now covering over 120 public entities for a range of medical, dental and prescription drug benefits. Mrs. Kelly holds a Juris Doctorate (J.D.) from the University of Baltimore, and a Bachelor of Arts from Wake Forest University (Dean’s List). Mrs. Kelly is working to obtain her Associate in Risk Management designation (ARM). Prior to IBC, Mrs. Kelly spent over sixteen (16) years as an attorney with a diversified set of law firms, beginning with Whiteford, Taylor and Preston, LLP as an insurance defense attorney working on a wide range of cases, from business disputes, personal injury actions, premises liability suits and toxic tort/environmental claims. She subsequently worked at the Office of the Attorney General of Maryland as an Assistant Attorney General in the Medicaid Fraud Control Unit where she led investigations and handled litigation related to qui tam and other civil false claims cases in both state and federal courts. Mrs. Kelly was the Director of Contracting and Compliance for Remedi SeniorCare, a long-term care pharmacy, where she worked collaboratively with General Counsel to identify issues for the pharmacy, including reviewing, analyzing, revising and drafting pharmacy services agreements, business associate agreements, non-disclosure agreements, vendor contracts and general service agreements. She then began working at Silverman, Thompson, Slutkin and White, LLC in the Personal Injury and Business Litigation groups focusing on personal injury cases on behalf of injured parties to defending companies involved in large-scale federal and state investigations. Mrs. Kelly’s varied law practice throughout the years exposed her to various insurance related issues, including, but not limited to: insurance coverage disputes, pursuit of open claims, indemnification disputes, insurance liability defense, duty to defend obligations, and compliance issues. Mrs. Kelly is a lifelong resident of Baltimore, Maryland, where she lives with her husband Kevin and two daughters, Avery and Charlotte.
Mr. Royce is an Associate of the Casualty Actuarial Society (ACAS), a Member of the American Academy of Actuaries (MAAA) and a Fellow of the Conference of Consulting Actuaries (FCA). He has served on both the Medical Professional Liability Committee and Workers’ Compensation Committee of the American Academy of Actuaries. Mr. Royce holds a Bachelor of Mathematics degree from the University of Waterloo.

Mr. Franki obtained the designations of Chartered Property and Casualty Underwriter (CPCU) and Associate in Risk Management (ARM). In addition, he is a member and past president of the Society of Risk Management Consultants, was elected to the Board of Directors in 2013, and serves on the Finance Committee. In addition, Chris is active in the Insurance Roundtable of Baltimore and is the Past Chair. Recently, Mr. Franki presented at a Mortgage Bankers Association Insurance Conclave. The topic was insurance requirements and wording in loan documents regarding builders risk and course of construction activity and exposures.
