In 1991 he was awarded the designation of Accredited Estate Planner by the National Association of Estate Planners & Councils("NAEPC"). From 1970 to 1972,Mr Small specialized in tax matters with the accounting firm Arthur Young & Co.(now Ernst and Young). From 1972 through 1985 he was a member of a San Diego business & real estate law firm. Since 1985, he has been a principal at the Law Offices of Harold S Small and also was a partner in the law firm of Lorenz,Alhadeff,Lundin & Oggel.
