Penske Truck Rental

We rented a 26' truck with a lift gate. Anne was very personable and nice... Until we returned the truck. I filled the truck to the very top, fuel up into the fuel fill neck. The gas guage read slightly off full, when I returned the truck her son went to inspect the truck and came back saying the truck was 5 gallons light on fuel, at $8 per gallon. Anne refused to give me a total saying they would have to take the truck to the gas station to top it off, and she would email me a final bill with the breakdown. She never sent the bill, and charged me an additional $60 over the rental for "fuel". This is plain dishonest.
