Heritage Painting & Contracting

Robert Kosack of Heritage Painting & Contracting, of Spring, TX, gave us quotes for different remodeling work at our home totaling over $37K. He explained the quote would be updated in advance for any changes. He never provided an updated quote and didn't provide the requested contract.

The project was for labor only on interior work in rooms throughout the home, including bathrooms; approximately marble flooring; prep & paint; new electrical service panel, data lines, switch/outlet replacements; small granite counter tops; gutters.

We made all requested progress payments. We made our first complaints after some of the initial work. Heritage assured us that more qualified people would be brought in to correct issues and the remaining work would be better quality. He did not explain that he intended to bill us for the rework or bill us at higher rates for the more qualified people.

At the point we had paid Heritage approximately $30K with no end in sight, we asked how the remainder of the project could be finished close to the quoted amount. He assured us that we might go over by about $3K. We requested details of invoices and determined that we had been overcharged on much of the work, including paying multiple times for the same work.

We paid $38K although the work was only about 70% completed. We ended the relationship as we had no confidence the job would be completed correctly or honestly.

We have estimates of more than $18,000 to repair damage and redo work poorly and/or improperly done by unqualified workers, and thousands more to complete the remaining work that he never started.

As a contractor, he did very little oversight of the people doing the work. He mentioned that he wasn't surprised at some of the issues. He felt that my wife and I should have been supervising all of the work. We're wondering what he expected his role as contractor to be.
