        The Hubzone Empowerment Contracting Program stimulates economic development and creates jobs in urban and rural communities by providing federal contracting preferences to Hubzone small businesses. These preferences go to small businesses that obtain Hubzone certification by employing staff that live in a designated Hubzone. The company must also maintain its "principal office" in one of these specially designated areas. This program resulted from provisions contained in the Small Business Reauthorization Act of 1997. Federal buying agencies must abide by the Hubzone Program requirements. Public law 105-135 set the annual contracting goals for the program at 3% of the total value of all Federal prime contracts in FY 2003 and thereafter. Silva Engineering, LLC is proud to announce the election of the Connecticut Society of Civil Engineers for a one yesr temr beginning in May 2003. Silva Engineering, LLC will become a member of a growing number of innovative companies to be located in this historic mill complex. Silva Engineering, LLC selected to provide on-call structural engineering services to the University of Connecticut. Silva Engineering, LLC will provide peer review of the design of the Water Storage Tank Improvements at Cold Brook Basin in Glastonbury, CT.
